Cohoes

The Cohoes fire brought out the best in people. In the weeks after the blaze devastated a chunk of the city's downtown, the kindhearted donated more than $100,000 to its victims.

That is no small sum. It's a remarkable achievement.

But as of this writing, six weeks after the fire, not a penny of that generosity has been distributed to victims, and some are rightly wondering what is taking so long.

"This is money that people really need," said Greg Dyer, 44, who lost his Remsen Street apartment to the blaze. "I believe a lot of the donors expected that money to be issued by now."

That's certainly true of donors I spoke to this week, including Dan Walsh, owner of the Cohoes Bowling Arena, which hosted a fundraiser that brought in $26,000.

"We did our part," Walsh said, adding that he had hoped victims would have the help in time for Christmas. "We raised a bunch of money, and I thought it would have been done."

Not yet.

Haste is important. Displaced families need the money as quickly as possible to find new housing and replace what they have lost. The help is most valuable immediately as soon to the date of the tragedy as possible.

So where's the urgency?

Three financial institutions are holding the donated money. Pioneer Bank has $36,000, Key Bank has $47,000 and Cap Com has $20,000.

Cap Com spokesman Amanda Goyer told me the credit union has been working with the Cohoes mayor's office and continues to retain the funds as it waits for instructions from the city.

The mayor of Cohoes, of course, is Shawn Morse. Has he been in the news much lately?

Among the controversies swirling around the mayor, you may have noticed the story in Wednesday's Times Union detailing how one of his loudest critics was arrested on a seemingly dubious charge. Jeffrey Bagley was taken away from his home in handcuffs for alleged harassment of a mayoral defender, apparently on Facebook.

From the lightly detailed criminal complaint, there's no indication Bagley was threatening or menacing the Morse supporter or anybody else, which makes his arrest on the noncriminal charge all the more strange.

I've seen some of Bagley's comments on Facebook, and his demands that Morse resign after allegations that the mayor physically abused his wife and two other women are certainly relentless — and perhaps aggressive.

But we're going to need new jails if being objectionable on Facebook is an arrestable offense. And political dissent is a treasured birthright in this country. Is Cohoes now an island where criticizing City Hall gets you hauled away by police?

Lest I meet the same fate during my next visit to the People's Republic of Cohoes, let me make the true feelings in my heart known:

So long as mankind exists, the light of Chairman Mao, err, Morse will shine like a beacon! It is the blessing of the world to have Chairman Morse! We love him more than our own lives! All hail Shawn Morse!!

There. That ought to do the trick.

Now, back to the money for fire victims. What's behind the delay?

I talked to Mao ... oops, I mean Morse ... on Wednesday, and he said the city never expected to be in charge of handing out the money. Nor does he want it to be.

"I'm nervous about this whole thing," the mayor said. "We're certainly not experienced in how to distribute money to fire victims."

The Red Cross has worked with 26 people displaced by the fire, but Morse said the task is more difficult than simply dividing the money. What about someone whose car might have been damaged by the fire? Do they have a claim? What about a property owner whose building might have been just slightly damaged?

"What looks like an easy task quickly becomes complicated," Morse said, noting that a meeting on how disbursement will proceed is planned for Thursday.

"I want these people to have the money as much as they do," the mayor added. "I happen to know some of them as lifelong friends."

I couldn't let the conversation end without asking Morse about Bagley. The Great Leader — sorry, I can't help myself — dismissed any suggestion that the arrest was motivated by politics.

"It has nothing to do with me," Morse said. "It has nothing to do with my family situation."

Time will tell. You can bet Bagley will file a civil rights lawsuit. If he was wronged, he will surely get money from the city.

Will he receive it before the fire victims get theirs? Nah. The victims won't have to wait that long to receive the benefits of this region's remarkable kindness and generosity.

But they have already waited too long.
